TERMS OF REFERENCE

Consultancy Services for a facilitator of   know-how sharing and partnership building between the Korean Gas sector and East- African gas industry

1. Introduction

ECNR has received funding from the KOAFEC to support a new capacity building program under the “South Korea model in gas domestication – key drivers and lessons for emerging gas-producing countries in East Africa”. The program objectives is to provide the RMCs with practical know-how and tools to support their efforts of increasing the use of their natural gas wealth to meet the domestic demand (gas domestication), based on the experience from South Korea gas industry. Direct potential beneficiaries are selected business corporations, entrepreneurs, academia and public institutions involved in gas sector in Tanzania and Mozambique.

2. Objectives

• Create a platform for business linkages between the leaders of the Gas Sector in South Korea and selected businesses corporation

• Disseminate the South Korean Experience and know-how during gas seminar workshops

• Identify key institutions to be visited by delegations in Tanzania and Mozambique

• Provide an opportunity for knowledge transfer between South Korean gas sector

3. Scope of work

A key activity under the program involves a 5-7 day study tour by selected members of the public and private sectors from Tanzania and Mozambique to South Korea where they will engage with identified players in the gas industry with the view to learn about the country model of gas domestication and build partnerships to support business development in gas industry in the East African states. It is expected that up to 15 members, selected from business corporations and public institutions actively involved in the gas industry, will take place in the study tour. The delegation will be expected to meet with business corporations, knowledge institutions, public entities in the Korean gas industry, such as KOGAS, KANGV, KEEI, MOITE, and those to be identified by the consultant.

The specific tasks of the consultant include:

• Facilitate all activities with respect to know-how sharing and partnership building between the Korean gas industry and the East African business, before, during and after the study tour.

• Assess, through interviews, the know-how needs and requests expressed by the project beneficiaries

• Identify suitable organizations, business in South Korea which can provide such know-how

• Suggest the efficient channels and most effective way to make the knowledge available to east African businesses (due consideration to avoid transaction or legal costs)

• Facilitate all exchanges and guide discussions between business people from EA

• Assist in establishing partnerships between the Korean gas industry and selected businesses

• Report to the task manager and prepare a comprehensive report

4. Outcomes/ deliverables

• Identified areas of know-how transfer with clear modalities on the sharing mechanisms (gas for cooking, gas for transport, gas to power, LNG , etc.)

• Number of Korean organizations actively involved

• Number for East African Businesses which benefited

• Business partnerships established (evidenced by MoUs, etc.)

   

5. Methodology

• Use knowledge of Korea gas industry (key players, technologies relevant to Africa) to identify knowledge sharing partnership and business relations

• Identity and approach Korean business to stimulate interest

• Identify and approach East African business to stimulate interest

• Link the EA business with their counter-parts and organize appointments during the business tour

• Facilitate discussions during the business tour

• Assist in laying ground for long-term partnership

• Report progress to the TM

8. Qualifications

• At least a Master’s Degree in Engineering, Business, Economics or related training in gas domestic use.

• At least 3 year experience in the energy, petroleum or manufacturing industry.

• Good knowledge of the energy/ gas industry in Korea gained through practical experience.

• Excellent in written and oral Korean and English

• Ability to lead discussions and catalyze business partnerships

• Result- oriented and ability to work within very tight schedules

• Knowledge of the African environment and people culture will be an added advantage
